Talks possible after withdrawal of troops and non-use of force deal – Russia

Another UN Security Council session on the situation in South Ossetia has wrapped up in New York. Russia says it’s not refusing to start talks with Georgia but believes negotiations can only be possible when Georgia pulls out its troops from South Ossetia and commits itself to a non-use of force agreement.
Georgia has called for humanitarian and diplomatic intervention from the UN Security Council members “to stop aggression coming from Russia.”
“Russian ground troops’ armed invasion has already transformed into a full-scale occupation of parts of Georgian territory. The process of extermination of Georgian population and annihilation of Georgia’s statehood is in full swing,” said Irakly Alasania, Georgian ambassador to UN.

Georgia and the U.S. have also said that what Russia is looking for is a regime change.

But Russia has reiterated that a regime change is actually American terminology.

It has also reminded the UN Security Council that Russia was the first to initiate the urgent meeting on the conflict in South Ossetia back on Thursday.

Russian ambassador to the UN Vitaly Churkin said that whatever the policy of the U.S. in this conflict may be, what it surely shouldn’t do is engaging propaganda at such a highly respected body as the UN Security Council.

He also said that Georgia is one of the fastest growing countries in terms of the increase of its military potential. Churkin said Georgia has increased its military budget by 30 times in the last several years.

According to Churkin’s data, 127 military advisors from the U.S. Department of Defense are now in Georgia, not taking into consideration all other advisors.

Russia’s ambassador to the UN said actions of the Georgian leadership have no legal terminology to describe them.

“What legal terms can be used to describe what has been done by the Georgian leadership? Can we use ethnic cleansing for example? When about one third of the population of South Ossetia left it during several days and went north risking their lives – is it ethnic cleansing or not? Now, when 2,000 is killed out of the total population of 100,000 – is it genocide or not? How many civilians must die before we describe it as genocide?” Churkin said.

Joint statement by the leaders of Russia’s youth political movements

On the night of 7 / 8 August Georgian troops, violating all international agreements, beginning on the day of the Olympic Games, treacherously attacked our ally in the Caucasus region – South Ossetia. Nine out of ten residents of South Ossetia – citizens of Russia.

Georgian troops, armed with American money and trained by American instructors, killing our compatriots!

In fact, puppet hands of The United States Of Amerika  the Georgian Government carries out aggression  against Russia and Russian citizens!

In these circumstances, civil society Russia should not be in a position of spiritual and intellectual paralysis. Citizens of normal, civilized countries can not interested in the weather in the resorts of Turkey or Thailand at a time when to wage war against us!

We, the leaders of Russian youth organizations:  ‘ Young Guards of United Russia ‘, ‘ Our ‘, ‘ Young Russia ‘, ‘ Local ‘, ‘ New People ‘ speak to our activists in all regions of Russia, young people throughout Russia:

We declare information war on the regime of Saakashvili. “Internet – campaign” at all resources,  solidary people – must resist the US-Georgian propaganda based on the ‘double standards’, provide truthful information do not disrupt causal relationships.

We, the representatives of patriotic youth organizations , convey public indignation about aggressive acts of Georgian side! We will try to provide possible assistance to the suffering civilian population of South Ossetia. We must organize a nationwide collection of provisions for the people of South Ossetia: tents, blankets, warm clothing, antiseptics, bandages.

We announce the call of young people willing to travel to North Ossetia to help the refugees and their resettlement.

Georgia continues information war and depriving its citizens of Russian News

Dmitry Medvedev discussed the situation in South Ossetia with Angela Merkel

This is the President of Russia Dmitry Medvedev said on August 8 in a telephone conversation with Chancellor of Germany Angela Merkel, which took place at the initiative of the German side, the Kremlin press service. “Taking into account losses in the composition of the Russian peacekeeping contingent and the numerous victims among the population of South Ossetia, Russia By performing a peacekeeping mission in accordance with existing international agreements, takes adequate measures of military and political nature for the immediate cessation of violence, protect civilians – women, children and elderly people – most of them citizens of the Russian Federation “- said Russian President.

According to the president, “the only possible and reasonable way out of this situation is the withdrawal of Georgian troops in the initial positions and the immediate signing of a legally binding agreement on non-use of force. On measures to strengthen the Collective Peacekeeping Forces of CIS in the Georgian-Abkhaz conflict

 According to information received from the Ministry of Defence of Russia, developments in the Georgian-Abkhaz conflict dictates the need to increase the personnel of the Collective Peacekeeping Forces of CIS (CPF) in size, a decision of the Council of CIS Heads of State from August 22, 1994.

 This step is taken based on the assessment of information received from the conflict zone and demonstrating the growth of tension due to measures taken by the Georgian side destabilizing nature.  Among them are building in violation of the Moscow Agreement of 14 May 1994 UN Security Council resolutions and a contingent of Georgian military and police forces in the Upper Kodori, the intensification of the Georgian aircraft flights over the intelligence-security zone, despite the refusal of Tbilisi Gensekretarya UN recommendation to close the military-patriotic youth camp ” Patriot “, located in the vicinity of the ceasefire line and has recently become a source of a series of provocations.  Not conducive to build confidence and permanent avoidance of Georgia from concluding an agreement with the Abkhaz side on the non-use of force to resolve the conflict.

 In these circumstances, the presence of Russian peacekeepers remains a crucial factor in preventing an escalation of tensions.  An important stabilizing role of the CIS Collective Peacekeeping Forces, the efficiency of their interaction with the United Nations Observer Mission in Georgia (UNOMIG) has once again highlighted in the recently adopted Resolution 1808 of the UN Security Council.

 Measures to strengthen CPF undertaken solely in order to avoid any possibility of further bloodshed in the Caucasus, neutralize attempts to negate the prospect of a peaceful political settlement of the Georgian-Abkhaz conflict.

Russia confirms scrupulous adherence to its international obligations to maintain peace and stability in the region.
